Downtown Parking

There is always plenty of convenient parking Downtown. The City of Norfolk's Parking Division operates and maintains more than 19,000 public parking spaces located in 14 garages and 14 lots, plus approximately 640 on-street spaces. The rate structure for parking in Downtown is based on "value parking" in a tiered structure, where rates are established based on demand. Rates for each location are as posted. Meters are priced in 15-minute increments and have a 2-hour limit, with the exception of the meters in front of the Waterside Marketplace, which have a 15-minute limit. Most garage and surface parking lots allow short-term and long-term parking. On-street metered spaces are free daily after 6pm, all day Sunday and have two hour enforced parking on Saturdays from 9am-6pm.

Parade Weekend Parking

Downtown City Parking Garages

  • Friday: 12p – 7p $2 COE (Cash) Plume Street, Town Point and Boush Street Garages. All other garages are normal operations (Hourly Rate).
  •  Saturday: 5a – 5p $2 COE (Cash); 5p – Close $5 COE (Cash)
  • Sunday:   5a – 3p $5 COE (Cash);  3p – Close Normal Operations (Hourly Rate)

MacArthur Center Garages

  •  Friday:  Normal Operations – Pay at exit (6a – Close). $1 for 3 hours until 6p - $2 each additional hour before 6p – after 6p flat $2 charge - $10 max
  •  Saturday: 5a – 5p $2 COE (Cash only); 5p – Close $5 COE (Cash only)
  • Sunday:  Normal Operations – Pay at exit (5a – Close);  $1 until 6p - $2 after 6p - $3 max

Private Garage - Dominion Tower

  • Saturday: 3p - 6p $5 COE (cash or credit); Hourly rates apply during all other hours
  • Sunday:  Normal Operations (Hourly Rate)
Public Transportation

Hampton Roads Transit (HRT) is the region's public transportation system, connecting the cities of Norfolk, Portsmouth, Virginia Beach, Chesapeake, Suffolk, Hampton and Newport News. Hampton Roads’ first light rail system, The Tide, connects travelers and commuters from Newtown Road to Eastern Virginia Medical School. With 10 stops, 5 of which are within the Downtown corridor, riders are sure to find the service relaxing and convenient.

Water Transportation

Water travel is available between Downtown Norfolk and Olde Towne Portsmouth by ferry service.

The HRT Elizabeth River Ferry travels from the Waterside Marina to two locations in Olde Towne Portsmouth every half hour: Mon-Fri, 7am-11:45pm, Sat & Sun, 10am-11:45pm.

In addition to the Ferry service, Squyres Marine Services, Inc. provides water taxi and launch services from the Norfolk and Portsmouth waterfronts. Hours are Friday and Saturday from 5pm-1am. During the peak season and special events, there are expanded hours. Please call 757-439-8294.
